M³ Consulting's team has been involved in the business of "opportunity creation" for over 30 years. We have worked within administrations and with clients to seek ways to increase the inclusion of various excluded groups in the areas of procurement, housing, employment, and agricultural benefits. Our accomplishments include the creation of the disparity study industry, when our first disparity in Hillsborough County, prior to Croson, correctly anticipated the direction of the U.S. Supreme Court in Richmond v. Croson. Since then, we have created statistical models that have been relied upon by federal, state and local agencies. We have conducted disparity studies for over 135 public entities. Our methodologies have successfully survived challenges in courts of law around the country.
